Waves is a person-centered organization that is based on and around the people who receive supports. The children's program constitutes one team and there are three teams supporting adults. An administrative and quality team support the four operating programs, with oversight provided through a volunteer Board of Directors. The intention of this structure is to encourage leadership from the staff who are closest to the people who receive services and to keep administrative and supervisory cost as low as possible. The agency uses several tools to guide management. These include: the strategic plan, development plan, family/parent surveys, employee surveys, consumer outcome surveys, and board surveys. We use program standards of the Tennessee Division of Intellectual and Developmental Disabilities, TNCare, and the Tennessee Department of Education, as well as Personal Outcome Measures and other Organizational Assessment surveys available from the Council on Quality Leadership as program guidelines. The Board of Directors supports the work of the organization through professional guidance in the areas of fiscal accountability, human resources, and public awareness. The Board has seven active committees that give guidance to the organization. The committees are the Executive Committee, Finance Committee, Leadership Committee, Development & Marketing Committee, Human Resources Committee, Portfolio (Programs) Committee, and Audit Committee. The Board has been involved in all program components and are familiar with the direct services of the organization. One challenge our organization is facing is the reimbursement rate that we receive for the direct support professional staff in the adult programs. The State reimbursement rate does not cover the costs associated with hiring and retaining employees for our day programs and residential sites, which affects ongoing challenges in a geographical area that already experiences low unemployment. Another challenge remains that of maintaining a fleet of vehicles to provide services in areas without easily accessible public transportation. Two opportunities for our organization are: expanding employment opportunities for adults with developmental disabilities with varying levels of independence and the expansion of the Early Learning program serving more families of children aged birth to age three. |
