TPAC's bylaws require that 20 of 28 board members are appointed by the Tennessee Performing Arts Foundation, the Tennessee Arts Commission, The Governor of the State of Tennessee, and the Tennessee Education Commissioner. TPAC board and management make recommendations to the appointing agencies to include a diverse and representative membership.
