Description
This program offers one-on-one counseling and group information sessions regarding how to negotiate the purchase price of a home; how to obtain homeownership financing and loan pre-approvals, including a description of types of financing that may be available, and the pros and cons of different types of financing; alternative sources of mortgage credit; how to find a home, including information about homeownership opportunities: information and advice on finding favorable mortgage loan terms, and relations with lenders; and housing care and maintenance. This also includes guidance on alternative sources of mortgage credit; how to apply for housing assistance; advocating with lenders for non-traditional lending standards, fair housing and identifying predatory lending. Other education topics include: credit scores and credit repair, personal budgeting and financial management; resolving or preventing mortgage delinquency and default; real estate taxes and insurance; and home maintenance.

This counseling includes: home improvement and rehabilitation; property maintenance; loan and grant options; loan or grant application processes; what housing codes and housing enforcement procedures apply for the intended activity; accessibility for disabilities; non-discriminatory lending and funding for persons who modify their dwellings to accommodate disabilities; universal design; how to specify and bid construction work; how to enter into construction contracts; and how to manage construction contracts; help with converting home equity into cash, such as counseling on HUD?s HECM a Home Equity Conversion Mortgage or other home equity programs. HECM counseling assists clients who are 62 years or older with the opportunity to convert the equity in their homes into income to pay living, medical, or other expenses. It also includes counseling on credit scores and credit repair, personal budgeting and financial management and how to avoid predatory lending.

Description
A FHA's Home Equity Conversion Mortgage (HECM) program offers a reverse mortgage loan to homeowners age 62 or older that have paid off their mortgage or paid down a considerable amount. It provides cash advances to a borrower, and requires no repayment until a future time. The HECM reverse mortgage program enables borrowers to withdraw some of the equity in their home with limitations or a single disbursement lump-sum payment at the time of mortgage closing. It also allows for the purchase of a primary residence if the borrower is able to use cash on hand to pay the difference between the HECM proceeds and the sales price plus closing costs for the property you are purchasing. The majority of our clients have used this program to avoid foreclosure and/or to access the benefit of adding needed funds to their income to cover increased medical and other expenses. Our counseling services are designed to offer information about the various options under this program and to better assure the client's understanding of all of the benefits and ramifications.

Description
The director, Rosalind Robinson has been providing financial literacy programs since 1992. She was the first in the housing counseling arena in Tennessee to provide the program separately and inclusive of all the other housing programs. This was done in recognition of the impact financial literacy has on housing stability, self-sufficiency and self-determination. At the behest of a former client who felt that the word "literacy" was offensive by suggesting she was illiterate, Ms. Robinson's sensitivity to the need of this client, in 1998, changed the name of the program to "Economic Empowerment." The comprehensive curriculum ranges from basic budgeting and banking relations to retirement planning. The program has been extremely helpful in enhancing financial skills.

The biggest challenge we are encountering at this time is the opportunity to pursue other funding resources. This is due to the increased demand for client servicing and current funding reporting requirements. We have had to be more creative in making the best use of limited resources to assure quality in all programs.
