Description
The TDMHSAS was awarded the Comprehensive Opioid Abuse Site Based Program grant and DrugFree WIlCo agreed to be a participating site partner. Cedar Recovery won the RFP, was awarded grant funds from the TDMHSAS, and opened the PIC Center in October 2021. This diversion center is designed for first-time, non-violent misdemeanor drug-related offenses. Charges are dismissed in exchange for the successful completion of a treatment program. This is a partnership between the Wilson County District Attorney's Office, the Wilson County Public Defender's Office, the Wilson County General Sessions Court, DrugFree Wilco, Cedar Recovery, and multiple treatment facilities.
Program Successes
Data coming soon as we approach the six-month mark with program partner Cedar Recovery. We hope to have graduates who are integrated back into the community with jobs and a place to live. Watch this space for testimonials!

Description
The TDMHSAS was awarded the Comprehensive Opioid Abuse Site Based Program grant and DrugFree WIlCo agreed to be a participating site partner. Volunteer Behavioral Health Care Systems (VBHCS) won the RFP and was awarded grant funds from the TDMHSAS for a CJL in the Wilson County jail. The purpose of the program is to reduce opioid abuse and the number of overdose fatalities through a re-entry process by which a person who is incarcerated in a correctional facility prepares for release and transition back into the community. Case management will be utilized to optimize the physical, social, and behavioral well-being of the targeted population.
Program Successes
The program will be successful when inmates are released and become productive members of society. They will have housing and job to go to. Over time, success is measured by testimonials from those who have gone through the program, been released and stay drug-free. Success would be shown by change of behavior, change of environment, and lack of overdose. If those who have gone through the program are able to help others through peer counseling or by giving testimonials, those would be examples of success.

Long-term Success
At least 90% of participants self-report no overdose events 3 and 6 months post release. At least 70% of participants self-report reduced substance use at 3 and 6 month post-release compared to pre-incarceration use levels. Lower rates of recidivism will also demonstrate success.
Short-term Success
Eligible incarcerated participants enrolled in the re-entry program are provided access to assessment, programming, case management and recovery support services. At least 70% of those enrolled complete all recommended jail-based assessments and programming while incarcerated.
Program Success Monitored By
Measures to track success during the program are to be determined when the Jail Re-Entry Specialist is hired.
