Mission

To establish a public/private partnership as Williamson County's leading agency in achieving quality affordable housing for the elderly, low income, disabled, and workforce families of Williamson County through housing alternatives to create, supply, and maintain appropriate housing by rehabilitation, maintenance, and restoration.

Background

The Community Housing Partnership of Williamson County came into existence in October 1994. Established as 501?-3 United Way agency the CHP was developed through a partnership of citizens of the Williamson County community, local governmental units including Williamson County, the City of Franklin and the United Way of Williamson County. Williamson County was and is experiencing tremendous population growth and currently with higher priced housing, there exists a need in the community to provide safe and reasonably priced housing for the community's workforce in this fast paced growth market. Governed by a volunteer Board of Directors, CHP has seen significant activity since its inception. We have purchased and rehabilitated 39 rental units of low income housing for Williamson County residents, some through HUD HOME grants from Tennessee Housing Development Agency and have an additional 88 units in completed in Fairview. These units are occupied by low income residents of the county in conjunction with other social service agencies in the county. CHP has done and continues to do extensive homeowner rehabilitation for substandard housing in Williamson County. Partnering with area churches and local government over 3000 elderly, disabled or low income families have been assisted with major repairs to their homes. As the only county housing not for profit doing rehabilitation for low income families, this has become an important part of CHP's work. Using financial resources generated through CDBG from the City of Franklin, and funding from USDA Rural Development, Williamson County and funds from United Way CHP completes this work. CHP has successfully renovated and sold numerous houses for homeownership in Williamson County, some through donated properties from area government and through community donations. The establishment of a certified homebuyers counseling program also embellished the work program of single family homeownership for CHP. CHP has counseled over 1100 families in homeownership and help most of them secure a home. In the course of the 25 years since CHP was established they have built numerous partnerships with community agencies, local government and the public. These partnerships have enabled CHP to go through a period of growth during the first 7 to 10 years of business. The past fifteen years CHP has been very active and by our strategic plan CHP is intending to significantly improve its performance and activities in Williamson County.

Impact

Previous Year: 1. 165 Owner Occupied rehabilitations 2. 4 single family affordable housing units completed and occupied, 30 one bedroom condominium affordable housing units completed 3. 128 rental units occupied with low income tenants, including a substantial number with social service partnerships such as developmentally disabled housing. Current Year Goals: 1. 175 Owner Occupied Rehabilitations. 2. 10 low income single family houses reconstructed and sold. 3. New rental group homes for ex offender women rehabilitated and occupied in Franklin. 4. 230 new condominium units to be started in east Franklin for homeownership 5. Assist 65 homeless families. 6. Assist county and municipal governments in the identification of additional work force housing opportunities.

CEO Statement

Through a highly participatory plan that has included input from the Board of Directors, the staff, financial funders and some members of the community at large CHP has developed a 3 year plan that will guide the operations and expansion of CHP's programmatic, administrative and financial aspects of business. This Strategic Business Plan represents a thoughtful and ambitious response to needs and assets of Williamson County. The plan addresses the evolving needs of CHP as we further develop the existing programs we have and as we add new programs. CHP also focused on the competition and collaboration of other non profit entities in the community development field of Williamson County as well as the availability and accessibility of the assets CHP needs to be successful with this plan. The Plan includes specific programmatic and administrative recommendations for CHP. Collectively they will create a stimulating and effective future. Key themes in this Plan are: 1. Focusing on Rental Property Management and Development: Provide the framework for the improvement on the operations and financial status of the existing rental units. Further development of rental units is planned to improve the low income rental opportunities in Williamson County and serve the needs of the social service partners. 2. Focusing on Single Family Development and Construction:Impart on activity in the purchase of existing houses for rehabilitation and in new housing construction for the provision of more low income housing.3.Focusing on Owner Occupied Repair Program:Build up this program to increase the funding to provide low income residents a vehicle for repairs. 4. Focus on Homeless: Continue a creative process to have Williamson County address this problem with possible permanent solutions.

Board Chair Statement

CHP has had many successes since our inception in 1994. These have included hundreds of low income Williamson County residents having their homes repaired by CHP, the development of 137 rental units for low income, elderly and disabled tenants of Williamson County and the leadership in bringing affordable housing issues to the public's eye and addressing ideas for those needs. At the same time we have had many challenges, especially those facing us today. Over the past fifteen years we have seen CHP's success rate increase dramatically. CHP today faces the challenges of increase need and opportunities to further our mission. In conjunction with that CHP has approved a 3 year Strategic Business Plan that lays out an aggressive course of work for the organization. The challenges within this plan include increase growth in owner occupied rehabilitations, a new single family purchase and rehabilitation program for low income homebuyers and an increase in providing rental opportunities for affordable and workforce families. These programs promise to make a difference for the residents of Williamson County. The Board of Directors and staff of CHP are working hard to build a new and better organization that serves our community in numerous ways and we are well on the way to this new beginning.
